Besides searching EACH individual IP address, is there any other way to check for duplicate IPs? I want to make sure people aren't signed up with duplicate usernames.

There is no effective way to do this using i.p. addresses. For instance AOL only use a small amount of i.p.'s compared to the amount of users connecting through them i.e. lots of people have the same i.p. address.
