 locking topics for admin only		  New Topic  Reply to Topic

I created an admin topic for me and my administrator only and locked it, but when i sign out i can still access the locked thread, is there any way that i can make it private for just me and the administrator so that no one else can read the threads so that it's password protected or something?

Yes. It has to be in a restricted (private) forum.

See this tutorial - You must be logged in to see this link.

You should choose "Allowed Members Only (Hidden)" instead of "Password protect".
