I am trying to upgrade but it wont let me because my email is already in use. Can someone help Also when I try to make a new forum it says: No Forums Found underneath it why is this and how can I fix it?

When you upgrade an existing forum you do not need to enter a valid email address, a valid website or description on this page You must be logged in to see this link.

Just make sure that you enter the correct username as in You must be logged in to see this link.
It should tell you that the forum already exists.
