How can I turn on registeration at my message board so people can register? Where do you go to find it?

You had "Prohibit New Members" set to on. That meant that no-one could signup.

There are two places that control new members
You must be logged in to see this link.
You must be logged in to see this link.

At the moment new members will have to signup, receive an email, click it and then be approved by you. Is this what you want?
