Just wondering if it is possible to change moderator's powers? So that they can upload avatars and etc.

As far as I am aware, No.

I belive only the Administrators are allowed to do that.

No-one can upload avatars at the moment.

If a user wants to use an avatar they have to upload it to their website and get the admin to assign it to them.
