They shouldn't have to.
The problem could be one of many including;
1. Having a firewall block the forum cookie
2. Not having cookies enabled
3. If they're using Internet Explorer 6 try this
>> > Click Tools > Internet Options > Privacy

>> > Under "Websites" at the bottom click "Edit" (on the right)

>> > Under "Address of Website" type forumco.com and click "allow".
