I'm sure I've probably missed this somewhere, but how do you ban a member's ISP from the forum?

You cannot.

The best way to deal with them is to lock their account and require registration. They would have to sign up for a new account everytime and with a new email address.

I could ban their i.p. from the whole server if it warrants it.
