You set, or add moderators by editing the member's profile. So either the person is a member are not of your forum,
(note: he must also be an "Allowed" member within the forum you are making him a moderator of).

Read (edit) the profile of the member you want; in the lower right corner of his profile, see the "Member Level" option. Use the drop down arrow to select if the person is to be a regular member, moderator, or Admin.

Submit any changes you make.

I forgot this:
You need to edit the forum you are making the person a moderator of. That is done from within the forum's editing options.

I should add this info:
Be sure to check the moderation “Level” you have setup for your Category; use the pencil icon (option) to view the current settings of the category, and make any changes to the moderation type allowed you desire. You can have a moderator, however that moderator might still have no control or options to edit other members post, etc.. This will depend on your settings within both the category, and the forums that you have within that category.

Both the category and the forum’s properties (setup options) must be set to allow moderation (or not).

So;
Change the category’s moderation level by using its edit option (pencil icon).
Also, change the moderation allowed level on the forum, within that category, with its edit option (pencil icon)

Note: If you only change the forum’s moderation level, but don’t allow moderation in the category that the forum is in, you have done nothing that will change or give control to your moderator(s). The “Moderation not allowed in this category” setting will over ride the forum’s setting of allowing moderation. And yes, your moderators are still moderators, but if you don’t allow it, they are only moderators in status and have no powers to edit.
