I’m not aware of any way to partially lock a topic. If the topic is locked, it is locked to all. It would stay locked until the author, or Admin, unlocks it.
Maybe this would work for what you are wanting to do; you could create a forum, then limit those who have access to it, just allowing yourself and the moderators to it. However, if it was me, I’d use the “Allowed Members List (Hidden)” option. Otherwise, you may always be getting questions from the other members asking about the forum, that they know is there, but cannot access.
