hi all,

is there a way that i can make my forum so that i can just post message, so that people can just read the message that i put,

if so how do i do that

Yes, you can do that. Simply lock the topic. There is a folder with a lock on it, click on it, enter your password and it will be locked. Members can then read it but not post a reply. You can also sticky the thread/post with the edit feature.
