What does Allow Anonymous Memebers mean?

When I'm in my Config Activer users section of the admin section, none of the "help" buttons are working (a box opens but it's empty) so I don't know what the Allow Anonymous Members option means. Right now I have it on no. CAn someone shed some light on this for me? Thanks!

In their profile members can elect not to be shown as perusing the forums. If you have set it to off, visiting members will automatically show up in the statistics as being online

Actually it means whether or not anonymous members have access to the active users page.
