I have changed my address and have been waiting for the email to finalize the change. Can anyone guess what is wrong?

It may have changed it, and you may need to clear your "History" in Internet Explorer to see the new information on your profile. (Just a guess)
I said "History", what I meant was your "temporary viewed files". Under "Tools - Internet Options"
Like I said, it is just a guess.

That could be it because I still get the emial notifications from certain PMs by memebers. Even though I have it unchecked as I don't need a email. That is messed up also.

You’re not confusing the “Anti-SPAM” policy, where all email messages sent from members who have made less than 10 post on your forum, are auto sent to the Admin, are you?

Members with less than 10 post can not PM other members either. This is to weed out those who would send SPAM.

Sorry, if this is not anyway near pertaining to your email receiving problems.
