How do you assign registered users Admin access? I may be missing something really obvious but I can't seem to find how to do it

Goto the members page. Find the user you want to make an admin. Click on the pencil icon on the right of the page across from the member. Change the dropdown list on the bottom right to "Administrator" instead of "Moderator" or "Normal User". Click submit.
