I've set my forum feature configuration to allow polls, but how do you start one? Is there a way to restrict polls to only allow myself to do one?

You need to edit a forum (on your board) and allow polls. There are two settings - Allow everyone or just admins/moderators. Choose one and a "new poll" link will appear on the forum page.
