I have this person on my forums that signs up with many multiple accounts, spams the forum endlessly, cusses, posts in the wrong forums, and breaks practically every single rule in my forum. I lock all his accounts, but he keeps coming back with more of them and continues his nonsense. How can I IP ban him so he never comes back?

Here are the currently locked accounts:

garion37 83.100.212.100
garionpk 83.100.212.100
tazzo_mc 83.100.212.100
adam752 83.100.212.100
pinners_1 83.100.212.100

This situation is getting out of hand, and a quick response is appreciated. Thanks!

You cannot ban by i.p. address. Its pointless as all the user has to do is re-connect to the internet to get a new i.p. address (usually).

Turn restrict registration to "on" in the admin area You must be logged in to see this link.
and lock his accounts.

You cannot i.p. ban people. Its useless to you anyway. You are much better off locking their accounts. If its persistent abuse, I can take actions against the member.
