A new member has had difficulty replying to topics, and it has been established that there is no "Reply to Topic" link at the top and bottom of her thread list, even though she is logged in.

Does anyone have any insight as to why this should happen, and whether there is a solution that I can offer to this user?

Sounds like they are viewing cached pages maybe? or going through a dodgy proxy server.

Ask the user to clear out their temporary internet files and exit all instances of their browser.
